The Secretary-General of ASEAN who is also the Convenor of Facility, via the Team Leader/ Research Manager, is formally responsible for the receipt of all submissions for economic policy research funded by the Facility.

Eligibility criteria for regional economic policy research submissions, for funding by the Facility, are provided in the Research Selection Criteria. Submissions are welcome from the ASEAN Secretariat and other relevant ASEAN bodies, as well as from Australian government departments through AusAID. It is expected that all research submissions will have an ASEC sponsor (that is an identifiable “focal point”) within the Secretariat, to assist with undertaking the research project once approved.

Each research submission presented to the RPC should provide the following information:

(i) Title of research project;

(ii) Background, research objectives, and potential benefits;

(iii) Intended outcomes, use and dissemination;

(iv) Indicative Terms of Reference (TOR); and

(v) Duration and indicative cost estimate.

The Facility will closely review all research submissions received and, as appropriate, liaise with the research sponsor or working group to refine the submissions, and prepare potential research projects for consideration by the RPC (including the indicative TOR for each research project, and the proposed strategy to manage each project, incorporating dissemination of research/research findings, in accordance with REPSF II guidelines).

If warranted, the Facility may engage external specialist experts for initial scoping studies and to formulate detailed Terms of Reference for specific research projects. As a specific quality assurance measure the TOR for each research project is subject to technical review by the Facility’s Technical Director (TD). Prior to the RPC the Convenor will assess which of the submissions may be suitable for funding by the Facility, and which would be more suitable for alternative funding arrangements. All submissions proposed for funding by the Facility are then presented by the Convenor to the RPC, which meets twice a year. Once approved, the submission becomes part of the Research Program of the Facility. New and urgent research submissions may also be placed on the Facility's Research Program through the arrangements for out-of-session decision-making by the RPC.
