Research Project 06/001

Title: An Investigation Into the Measures Affecting the Integration of ASEAN’s Priority Sectors (Phase 2)

Brief Description: At the 10th ASEAN Summit, the Leaders signed the Framework Agreement for the Integration of Priority Sectors, which outlines the scope, modalities, and timelines to accelerate the integration of 11 sectors. The Framework Agreement follows the ASEAN Concord II (also known as Bali Concord II) establishing the ASEAN Economic Community as a single market and production base. There are generally three groups of measures (border, beyond-the-border, and across borders) that need to be considered in the assessment of strategies for the move to single markets in the priority areas. This project seeks to identify relevant measures in each group and then to assess the significance of various measures affecting integration in a sample (3) of ASEAN’s priority sectors. The significance of the measures provides a guide to priorities for action in terms of sectors and instruments.

Research Project 06/002

Title: An Impact Assessment of the Visit ASEAN Campaign

Brief Description: The Visit ASEAN Campaign is a joint tourism marketing initiative designed to position the ASEAN region as a single tourism destination and encourage visitors’ arrivals to and within the 10 countries. The first phase of VAC was launched in 2001, recognized as an “Awareness Year”, followed by second phase throughout 2002 which expanded the brand building activities. The VAC is now on its third phase focusing on market research, tourism investment promotion and advertising ASEAN as a single destination. There is strong desire to continue promoting ASEAN as a single destination as part of the roadmap for integration of the tourism sector. However an assessment of the VAC and its various tourism promotion activities has not been carried out. This study should provide valuable lessons to improve the current implementation of VAC as well as inform the design of future initiatives.

Research Project 06/003

Title: A Background Paper on Energy Issues for the 2nd East Asia Summit

Brief Description: The East Asia Summit forum represents sixteen countries within a geographic region, thereby providing the potential for joint net benefits from policy cooperation, greater scope to offer cross-border assistance, and opportunities to facilitate increased integration of energy markets in the region. This paper covers three related topics, namely: (a) Energy security; (b) New and Renewable energy; and (c) Energy efficiency and conservation and highlights the following: recent developments; key issues and concerns of relevance to the region; challenges and prospects for cooperation among the EAS members; and possible strategies for initiating cooperation in these three areas.

Research Project 06/004

Title: ASEAN fiscal and monetary policy responses to the rising oil prices

Brief Description: ASEAN remains vulnerable to an oil shock because of the dependence of the majority of its members on oil imports. This study will examine the varying (i.e. short and longer) term effects of an oil price increase on ASEAN economies’ key macroeconomic variables, including the key channels of transmission by which oil price increases affect macroeconomic variables. It will also analyze the fiscal and monetary policy responses and their effectiveness as well as highlight best practices.
